Story
After the events of The Avengers, Steve Rogers is living in Washington, D.C., while trying to adapt to the modern world. He continues working for S.H.I.E.L.D. but becomes increasingly uncomfortable with the organization’s secretive methods.
During a mission with Natasha Romanoff, Steve discovers that the situation inside S.H.I.E.L.D. is far more complicated than he expected. Nick Fury also becomes suspicious after discovering that his access to certain information has been restricted.
Fury is attacked by mysterious agents and warns Steve that he does not know who he can trust. Steve and Natasha begin investigating the conspiracy while S.H.I.E.L.D. turns against them.
The investigation eventually reveals that HYDRA has secretly infiltrated S.H.I.E.L.D. for decades. HYDRA plans to use three advanced Helicarriers to identify and eliminate people considered potential threats.
Steve and Natasha discover that the mysterious assassin known as the Winter Soldier is actually Bucky Barnes, Steve’s childhood best friend who was believed to have died during World War II.
With the help of Sam Wilson, also known as Falcon, Steve and Natasha attempt to stop HYDRA and expose the conspiracy before the Helicarriers can carry out their mission.

Ending Explained
In the final part of the movie, Steve, Natasha and Sam discover that HYDRA has taken control of S.H.I.E.L.D. from within. The organization intends to use the three Helicarriers to eliminate millions of people identified as potential threats.
Steve refuses to accept the idea that people should be killed based on an algorithm or secret list. He decides to stop the Helicarriers even though doing so means destroying the organization he once trusted.
Steve and his allies infiltrate the Helicarriers and work to replace the targeting systems with new instructions. Natasha also exposes HYDRA’s secrets to the public by releasing classified information.
During the battle, Steve confronts the Winter Soldier and realizes that the masked assassin is Bucky Barnes. Steve refuses to kill his old friend and instead tries to bring back his memories.
As the Helicarriers are destroyed, Bucky remembers enough of his past to recognize Steve. Steve falls into the water after refusing to fight back against Bucky. Bucky ultimately saves Steve instead of allowing him to die.
The ending establishes that Bucky has survived and may be able to recover his identity, while Steve continues searching for his old friend.
