Story / Plot

Captain America: Civil War follows the Avengers after a series of missions results in significant collateral damage. Governments around the world begin demanding greater control over superhero activity and propose the Sokovia Accords, an agreement that would place the Avengers under international oversight.

Tony Stark supports the agreement because he believes the Avengers need accountability for the destruction caused by their actions. Steve Rogers, however, believes that the team must retain the freedom to decide when and where to intervene.

The disagreement becomes personal when Steve’s old friend Bucky Barnes is blamed for a bombing that kills several people. Bucky, who had previously been controlled as the Winter Soldier, becomes a target of an international manhunt.

Steve believes Bucky may have been framed and attempts to protect him. Tony initially tries to stop Steve but eventually discovers that the situation is connected to a larger conspiracy.

The Avengers become divided into two opposing groups. Steve is joined by Bucky, Falcon, Scarlet Witch, Hawkeye, Ant-Man and later Spider-Man, while Tony is supported by War Machine, Black Widow, Vision, Black Panther and Spider-Man for part of the conflict.

The disagreement eventually leads to the major battle between the two teams at an airport in Germany.

Meanwhile, Helmut Zemo is secretly manipulating events. His real objective is not simply to defeat the Avengers but to destroy their unity by using Bucky’s past against them.

Zemo eventually reveals that Bucky was responsible for the death of Tony Stark’s parents while he was operating as the Winter Soldier. This revelation causes the conflict between Steve and Tony to become deeply personal.

Ending Explained

At the end of Captain America: Civil War, Tony Stark learns that Bucky Barnes was responsible for the deaths of his parents while Bucky was under HYDRA’s control.

Although Steve Rogers knows that Bucky was not acting freely at the time, Tony cannot accept what happened. Steve tries to protect Bucky, resulting in a final confrontation between Steve, Bucky and Tony.

The fight takes place inside a Siberian HYDRA facility. Tony fights both Steve and Bucky, eventually disabling Bucky’s metal arm.

Steve manages to overpower Tony but refuses to kill him. He leaves his shield behind after Tony tells him that the shield does not belong to him.

The Avengers are left divided. Steve takes Bucky to Wakanda, where T’Challa agrees to provide Bucky with protection and help him recover while his mind is stabilized.

The ending shows that the Avengers are no longer united as they were before. Steve later sends Tony a message explaining that although they have been divided, he is still willing to help if Tony ever needs him.
